Is the project for the tallest building in Varna legal or not?
“We cannot accept that an expert council turns into a political arena. Instead of seeking solutions, interests are being launched that block the development of the entire city,” commented Alexander Ralchev.
On December 10, 2024, a press conference on the topic “On the construction of the iconic building for Varna “Astral Tower”” was held at the National Press Club of BTA in Varna. The event brought together leading figures in the fields of investments, architecture, and law, who presented the project in detail and expressed their dissatisfaction with the administrative obstacles hindering its implementation. The project was presented by Alexander Ralchev, investor and owner of the construction company “VSK”, Yordan Yordanov, co-owner of “New Home 1”, lawyer Gencho Pavlov, co-owner of the international law firm “CMS”, architect Svetoslav Stanislavov, founder of “STARH” studio, and architect Ognyan Branchev – an expert in urban planning.
The “Astral Tower” Project – an Emblem for the City of Varna
The “Astral Tower” project is the first of its kind skyscraper in Varna, combining modern architecture, functionality, and sustainable urban planning. The building is designed with two main bodies: a 40-story tower and a horizontal block, connected by a shopping center. The complex will include residential areas, offices, a four-star hotel, medical and sports center, SPA complex, fitness center, cinema, the largest children’s center in Varna, hypermarket, beauty salons, bar, restaurant, and public spaces. A large underground parking lot with a capacity of over 950 spaces is also planned, which will serve not only the building but also alleviate parking in the area.
A significant part of the project’s concept aims to provide residents with all basic services and amenities in one building without the need to go outside. The complex will have designated areas for work, leisure, and shopping, with the main goal being to reduce the reliance on personal vehicles and ensure a higher quality urban environment.
“With such buildings, the city will break out of stagnation and show that it is ready for modern solutions that meet European standards,” commented architect Branchev.
Architectural design is focused on innovative solutions. The facade of the tower will be constructed from glass and aluminum panels, gradually fading upwards, creating a sense of lightness and elegance. Additionally, the building will feature a panoramic terrace on the top floor, open to the residents and tourists of Varna, offering a 360-degree view of the city and the sea. Green areas are a key element of the project, with the roofs of the horizontal body being transformed into parks.
Administrative barriers and their consequences
Despite the clear vision and significant economic potential, the project is facing serious administrative obstacles. The approval procedures for the Detailed Development Plan (DDP) have been ongoing for a year and a half, even though by law these steps should be completed within a month and a half. According to the investors, the delays are a result of an inefficient administrative system, combined with pressure from certain political and economic interests.
“The law clearly defines the deadlines for reviewing the DDP, but in Varna, these rules are being ignored. This is administrative arbitrariness that not only hinders our project but also the development of the entire region,” emphasizes Yordan Yordanov.
Lawyer Gencho Pavlov explained that Varna is already losing ground compared to other cities like Sofia and Burgas, where local administrations show more flexibility and willingness to cooperate. A project like “Astral Tower,” supported by international partners and compliant with all legal requirements, should serve as an example of successful partnership between business and local authorities.
Social and Economic Benefits
The implementation of the project will bring significant benefits to Varna. In addition to creating new jobs during construction and after the completion of the building, the complex will attract international companies that will use the office spaces. This will contribute to the economic development of the city and make it a more attractive destination for investments.
Architectural Expertise and Urban Planning
Architect Ognian Branchev explained that the project fully complies with the urban planning requirements of Varna. Modern software solutions for analyzing shading and traffic have been used, proving that the building will not have a negative impact on the surrounding objects. Brančev emphasized that such projects are crucial for the modernization of cities and attracting foreign investments.
Architect Svetoslav Stanislavov added that the project has received international recognition and has been published in prestigious architectural publications, which is a clear indicator of its potential. He pointed out that this type of architecture will change the appearance of Varna and make it competitive on the international stage.
Appeal to the Local Authorities
The investors and the team behind the project have appealed to Mayor Blagomir Kotsev and the local administration to take the necessary actions to expedite the approval process of the Detailed Development Plan (DDP).
“Varna cannot be competitive with other cities if ESUT continues to block important projects with unjustified decisions,” commented Mr. Stanislavov.
According to Alexander Ralchev, dialogue and a constructive approach are essential for the implementation of such large-scale initiatives, which bring benefits to both businesses and society. The “Astral Tower” project represents an ambitious initiative that has the potential to change the face of Varna and turn it into a modern European city.
